Assistant Director: Expenditure Management

Requirements:

– Appropriate three-year NQF Level 7 in Finance/Accounting recognized by SAQA
– Minimum three years’ experience at supervisory level in Expenditure Management
– Valid South African driver’s license (except for people with disabilities)
– Computer literacy

– Sound knowledge of Public Finance Management Act and Treasury Regulations

Duties:

– Ensure timely payments to all funded ECD centers
– Conduct detailed checks on documentation
– Execute and respond to supplier queries promptly

– Compile prompt responses to audit queries relating to accounts payable
– Report and rectify deviations found in contracts/instructions and delegations prior to approval of payments
– Follow up on late payment documents and ensure appropriate preventative action
– Prepare journals and reconcile all ECD centers paid quarterly
– Report financial misconduct as required by prescripts
– Keep relevant statistics for management purposes

– Ensure safekeeping of all transaction supporting documentation, files, and data for audit purposes
– Evaluate and maintain security measures
– Train, guide, supervise, and develop finance admin clerks in the sub-directorate
– Consolidate Means of Verification (MOV) of funded ECD centers

– Ensure timely call for proposal for funding of ECD centers
– Maintain database of funded ECD centers
– Consolidate weekly, monthly, and quarterly reports
– Attend National, Provincial, and District meetings
